The NFTA report outlines five major areas of regulatory modernization for Part 141 flight schools:

Proposal A

Central Management Office (CMO)

Centralized certification nationwide, replacing uneven local FSDO interpretations with consistent national standards for Part 141 oversight.

Proposal B

Mandatory SMS for All Part 141 Schools

Formal Safety Management Systems would be required—not optional. Every certificated school would need a functioning SMS aligned with ICAO standards.

Proposal C

Two-Tier Quality Standards

Schools must demonstrate both documented procedures AND measurable results—going beyond paperwork to provide evidence that your processes actually work.

Proposal D

Expanded Simulation & XR Credit

New credit allowances for flight simulation devices, extended reality (XR) training, and a new Enhanced Advanced Aviation Training Device (EAATD) category.

Proposal E

Overhauled Examining Authority

Pass-rate thresholds replaced by system maturity metrics, instructor standardization requirements, and internal evaluation capabilities.
